Overview
The City Clerk / TIF Manager is appointed by the Mayor and Board of Aldermen and serves as the Department Head for City Administration. Our office acts as the central hub for municipal operations, ensuring transparency, legal compliance, and efficient service to the citizens of Pleasant Valley.
Primary Responsibilities
The Administration Office manages a wide range of essential city functions, organized into the following core areas:
Governance & Records
Council Support: Prepares meeting agendas, transcribes official minutes, and assists the Council during meetings.
Official Acts: Administers oaths of office, applies the City Seal, and attests to official signatures.
Records Management: Serves as the Custodian of Records; authenticates and archives all ordinances, resolutions, and City Code updates.
Elections: Coordinates with the Clay County Board of Elections to facilitate municipal voting.
Licensing & Permits
- Business & Liquor: Oversees all applications and renewals for local business operations.
- Pet Licensing: Pet licenses are provided at no cost to residents. To obtain your mandatory annual tag, please submit a completed application and visit City Hall for pickup.
General Permits: Processes building, sign, and peddler’s permits.
Finance & Human Resources
Financial Oversight: Acts as the general accountant for the City, managing Accounts Payable/Receivable, budgeting, and financial reporting.
Personnel: Manages Human Resources, including payroll, employment, and loss control.
Risk Management: Handles city insurance matters and coordinates on legal issues.
