History of Pleasant Valley
The Pleasant Valley community was founded in 1955 in Clay County. In its earliest days, the Village of Pleasant Valley was primarily a farming community, and many of the first local ordinances focused on basic needs such as street regulation and traffic codes.
The Village had its own school, which served as the center for many community gatherings and activities. As the community grew, local ordinances evolved to reflect the needs of residents. For example, an August 1960 ordinance required that motor vehicles operating within the village between thirty minutes after sunset and thirty minutes before sunrise must carry lighted lamps and be equipped with at least two approved headlamps mounted at the same level, with one on each side of the vehicle.
On July 21, 1961, residents approved a $70,000 bond to construct a Village Hall. The building was constructed near the corner of Sobbie Road and Pleasant Valley Road. In 2000, the City built a new City Hall and Police Department facility at its current location at 6500 Royal Street, at the corner of Royal Street and South Church Road near the entrance to the business park.
On January 14, 1963, the Village was officially incorporated as a fourth-class city and became the City of Pleasant Valley. Often referred to simply as “The Valley” by residents, the newly incorporated city began developing essential municipal services. At that time, the city had no street department or fire department, and the sewer and water system dated back to a 1930s WPA project. Despite these challenges, the community began building the foundation for the city residents know today.
Much of the city’s early progress came from the dedication of its residents. During the early years, winter road treatment was handled by volunteers Ben Linhart and Dave Kane, who shoveled sand from the back of Bob Lehman’s dump truck to keep streets passable. Today, Pleasant Valley has a dedicated Public Works Department responsible for maintaining city infrastructure and services. The department oversees four municipal buildings, two parks, building permits, street maintenance, stormwater drainage, sewer service lines, and a temporary animal shelter. The department is currently staffed by a director and three full-time employees.
The city’s first law enforcement leadership included Jess Gabbert, who was elected Marshal, along with officers Will Carder, Bill Francis, and Bob Wheeler. In both 1978 and 1984, voters considered changing the position of Marshal from an elected office to an appointed Chief of Police. The change was approved in 1984.
Today, the Police Department is led by a professional Chief of Police and supported by both full-time and part-time officers who assist with public safety, court security, special events, and community initiatives. The Communications Department provides 24-hour dispatch services not only for Pleasant Valley but also for three neighboring communities.
Fire protection for the Village was initially provided by Liberty, at a cost of $100 per truck and $4 per firefighter—when they were available. In 1963, city leaders began planning for a local fire department. A new building was constructed to house both city offices and a fire station, and in December 1964 the city purchased its first fire truck.
Today, the Fire Department is led by a Chief and supported by approximately 30 part-time medics and EMTs along with 16 volunteer firefighters who serve the community.
Pleasant Valley covers approximately one square mile and is home to nearly 3,000 residents. The City continues to look toward the future with a comprehensive plan and economic development incentives designed to encourage responsible growth while preserving the strong community spirit that has defined Pleasant Valley since its founding.
