Special Board Meeting
June 29, 2009
 
 
            The special board meeting of the Pleasant Valley Board of Aldermen was called to order on Monday, June 29, 2009 at 7:12 p.m. by Mayor David Slater.
            Present were: Ammon, Maroon, Donnini, Jurado, Smith, Bolinger and Mast and Wright.  Also present were: Acting Chief Jerry Elder, Chief Robert Stinson, Tammy Ammon, Director of Public Works and Rebecca Bounds, Court Administrator.      
            TOPIC: Consideration of bill payments. Alderwoman Mast removes the MARC invoice in the amount of $16,589.75 from consideration and moved to approve the remaining items, seconded by Smith. Yeas: Donnini, Maroon, Wright, Jurado, Bolinger, Ammon, Mast and Smith. Motion passed unanimously.
            TOPIC: Ordinances and Consideration of Ordinances.
            Donnini moved, second by Smith to pass on the first and place on the second Bill NO. 2927. Yeas: Mast, Jurado, Wright, Ammon, Bolinger, Maroon, Donnini and Smith. Motion passed unanimously.
            Bill NO. 2927, an ordinance amending Ordinance NO. 2852 adopting a new hourly compensation step plan for the Pleasant Valley Municipal Court. Donnini moved, second by Smith to pass Bill NO. 2927 as Ordinance NO. 2926. Yeas: Maroon, Wright, Jurado, Bolinger, Mast, Ammon, Donnini and Smith. Motion passed unanimously.
            Donnini moved, second by Smith to pass on the first and place on the second Bill NO. 2928. Yeas: Wright, Ammon, Maroon, Bolinger, Jurado, Mast, Smith and Donnini. Motion passed unanimously.
            Bill NO. 2928, an ordinance amending Ordinance NO. 2853 by adopting a new salary step plan for the Pleasant Valley Public Works Department. Donnini moved, second by Smith to pass Bill NO. 2928 as Ordinance NO. 2927. Yeas: Maroon, Wright, Jurado, Bolinger, Mast, Ammon, Donnini and Smith. Motion passed unanimously.
            Donnini moved, second by Smith to pass on the first and place on the second Bill NO. 2929. Discussion followed with the effective date of July 1, 2009 and the salary line at $33,000.00. Yeas: Wright, Ammon, Maroon, Bolinger, Mast, Donnini and Smith. Nay: Jurado. Motion passed.
            Bill NO. 2929, an ordinance for establishment of salary for the position of Court Administrator/Court Clerk. Donnini moved, second by Smith to pass Bill NO. 2929 as Ordinance NO. 2928. Yeas: Maroon, Wright, Bolinger, Mast, Ammon, Donnini and Smith. Nay: Jurado. Motion passed.
            Donnini moved, second by Smith to pass on the first and place on the second Bill NO. 2930. Discussion followed with the effective date of July 1, 2009 and the salary line at $45,000.00. Yeas: Wright, Mast, Maroon, Donnini and Smith. Nay: Jurado. Bolinger and Ammon abstain. Motion passed.
            Bill NO. 2930, an ordinance for establishment of salary for the position of Public Works Director. Donnini moved, second by Smith to pass Bill NO. 2930 as Ordinance NO. 2929. Yeas: Mast, Maroon, Donnini, Smith and Wright. Nay: Jurado. Ammon and Bolinger abstain. Motion passed.
            Mast moved, second by Smith to pass on the first and place on the second Bill NO. 2931. Yeas: Wright, Ammon, Maroon, Donnini, Bolinger, Smith and Mast. Nay: Jurado. Motion passed.
            Bill NO. 2931, an ordinance amending Ordinance NO. 2903 by adopting a new amended annual budget for FY 08/09 for the City of Pleasant Valley, Clay County, Missouri. Mast moved, second by Donnini to pass Bill NO. 2931 as Ordinance NO. 2930. Yeas: Smith, Bolinger, Ammon, Wright, Maroon, Mast and Donnini. Nay: Jurado. Motion passed.
            Mast moved, second by Donnini to pass on the first and place on the second Bill NO. 2932. Discussion followed with Alderwoman Mast noting a clerical error on the court salary lines, with the line to be corrected at the next budget amendment. Yeas: Wright, Ammon, Maroon, Smith, Bolinger, Mast and Donnini. Nay: Jurado. Motion passed.
            Bill NO. 2932, an ordinance authorizing the Mayor to approve and adopt the budget for FY 2009/2010. Mast moved, second by Smith to pass Bill NO. 2932 as Ordinance NO. 2931. Yeas: Smith, Bolinger, Maroon, Wright, Ammon, Donnini and Mast. Nay: Jurado. Motion passed.
            Mast moved, second by Smith to table Bill NO. 2933. Discussion followed with Alderwoman Mast questioning the proposed ordinance in light of her conversation with Matt Gist at Ensz and Jester. Alderman Donnini notes his discussion with both Jerry Brant and Jessica Bernard and each did not anticipate any issues. A written opinion will be sought for the next meeting. Yeas: Wright, Ammon, maroon, Donnini, Jurado, Bolinger, Smith and Mast. Motion passed unanimously.
            Donnini moved, second by Smith to hire Kathy Bell as a part-time court clerk pending a drug screen and physical. Yeas: Bolinger, Mast, Ammon, Jurado, Wright, Maroon, Donnini and Smith. Motion passed unanimously.
            Mast moved, second by Smith to adjourn. Yeas: Smith, Bolinger, Ammon, Mast, Jurado, Maroon, Wright and Donnini. Motion passed unanimously.
